Proposed Kansas Bill: Protecting Freedom of Religion or Preparing for the Inevitable?

Kansas is in the 10th District for the United States Court of Appeals, along with Utah and Oklahoma, where same-sex marriage bans were struck down in federal court.  Are Kansas lawmakers more concerned about protecting the First Amendment, or are there florists in Kansas who just don’t want their hydrangeas used for a wedding between two guys, and Kansas is afraid their own ban is at risk?
